At the global level, significant efforts have been made to address societal challenges and improve the lives of people and restore the planet’s ecosystems through sustainability and resilience programs. These programs, however, tend to be driven by governments, private sectors, and financial institutions, and therefore often lack a process of empowerment to ensure that the local communities can participate actively in co-designing and implementing these programs. More knowledge is needed on how to develop such programs and how the process of empowerment can be organized so that it supports in the long run sustainability transformation. Against this background, the paper explores the role of community empowerment programs as a critical tool for sustainability management strategies and practices. A semi-systematic review of 21 community empowerment programs for sustainability and resilience is conducted. The analysis reveals that the programs mostly aimed to address challenges such as the lack of education and capacity, limited access to basic services and resources, and poor governance and management. The programs initiators involve a diverse set of actors, especially through established partnerships and networks. Most of the programs address the specific needs of vulnerable or marginalized groups or communities. The structure of the programs typically follows a phased methodological approach, beginning with awareness-raising and problem identification, followed by capacity building that allows for making decisions collaboratively and for co-creating innovative solutions based on local knowledge and values. Also, monitoring and evaluation of transformative impact are mentioned as important structural elements. Specifically, the analysis highlights four main focus areas of empowerment: (1) capacity building, (2) self-reliance, control, ownership, responsibility, and independence, (3) participation, engagement, and collective action, and (4) integration of local knowledge and values. However, there is no one-size-fits-all approach to such programs. Instead, successful empowerment programs towards sustainability depend on a deep understanding of local contexts and the ability to tailor strategies to meet specific community needs. The review also identified knowledge gaps that require further investigation to enhance the effectiveness of empowerment programs for both people and nature.

Rural tourism has grown rapidly in recent years but continues to face significant sustainability challenges. Empowerment is widely recognized as a critical driver of sustainable tourism in rural areas; however, its causal relationship with residents’ community citizenship behavior (CCB) remains under explored. This study adopts an integrative theoretical framework combining empowerment and role theories in order to examine how resident empowerment influence CCB through the mediating roles of role clarity, place attachment, and role identity. The case study site was Wuyuan County, Jiangxi Province in China, due to its established rural tourism context and the pressing need for sustainable growth. Data were collected from 543 local residents. The results reveal that empowerment positively affects role clarity, place attachment, role identity and CCB. In addition, role clarity, place attachment, and role identity partially mediate the relationship between empowerment and CCB. This study represents the first attempt to link empowerment with CCB by applying role theory to the community context, thereby enriching current knowledge and providing practical implications for destination management organizations.

There is now wide recognition that grassroots community organizing is a uniquely necessary approach for contending with the persistent and escalating socioeconomic inequities that manifest as disparities across many societal domains, including housing, safety, education, and mental and physical health. The articles in this special issue report findings from studies designed to increase understanding of community organizing processes and produce actionable knowledge that can enhance these and other similar efforts to create more equitable and just cities and regions. These studies examine a variety of community organizing campaigns, initiatives, and networks in North America, as well as one in Bulgaria, and one in South Africa. These groups are building social power and demanding economic, racial, educational, and environmental justice. In this introductory article, we highlight some of the themes that emerge from this set of studies and make recommendations for future roles that research can play in advancing collective understanding and the practical objectives of grassroots organizing initiatives.

Collaborative urban governance has increased the role of community organizations in local decision-making processes. These organizations need financial resources in order to participate in urban governance. In this article, I examine the impact of foundation grants on the relationships and agendas of four community organizations in one neighborhood in St. Paul, Minnesota. Drawing on interviews, observations of organizations, and archival research, I demonstrate that in the 1990s, nonprofit foundations had a significant impact on the formation of new organizations and on their agendas in the neighborhood. Comprehensive Community Initiatives (CCIs) are of growing interest to social work and the social services field as they are an effort to move away from remediation of individual problems within neighborhoods to a comprehensive change effort that builds resident and institutional capacity for long term sustainability of healthy communities. Built on ongoing lessons learned from the community development field, CCIs are largely foundation supported projects that engage low-income neighborhood residents in a holistic change effort. However, based on what is known about community organizing, CCIs will likely face challenges as long as they involve a top-down approach with an outside funder entering a community to make change. This manuscript frames an adult education model of resident participation that can be used in CCIs and provides a case example illustrating the model in action. A discussion of how the model can be an effective means for communities to take advantage of outside resources while maintaining their power and voice for change is offered in conclusion.

Abstract Despite the importance of intermediary organizations in promoting community-based tourism, little is known about how different types of social support from intermediary organizations assist residents’ capacity building, such as their innovativeness or empowerment. To address this research gap, this study collected survey responses from 353 South Korean residents participating in a government-supported community-based tourism initiative and examined via structural equation modeling the relationships among social support (i.e. emotional, instrumental, informational, and appraisal support), resident innovativeness, and resident empowerment. All four types of social support had positive impacts on resident innovativeness but instructional and informational support (i.e. functional support) overperformed emotional and appraisal support (i.e. psychological support). On the contrary, when resident empowerment was considered as an outcome, only emotional and appraisal support were direct positive antecedents. The findings indicated the deviating roles of the four social support types in promoting residents’ capacity building, which policymakers should also take into consideration.

This article examines the role of citizen participation in community development corporations (CDCs). It is argued that CDCs are caught between two distinct forms of participation: instrumental participation that focuses on activities that support project and program activities of CDCs, and grassroots participation that focuses on expanding the role of citizens in local decision-making processes. A continuum based on these two forms of citizen participation is introduced. It is suggested that CDCs are often in the middle of the continuum where they must balance pressures to expand the scope of grassroots participation against the need to use citizen participation techniques to facilitate project and program implementation. The article is based on a series of in-depth interviews with the executive directors of CDCs in Detroit. Michigan. Recommendations growing out of the research focus on how the tendency toward conflicts between the instrumental goals of CDCs and the longstanding value of grassroots activism can be managed better.

Research on civic associations blurs an important distinction between the unfunded, informal, ongoing associations that theorists like de Tocqueville described versus current participatory democracy projects that are funded by the state and large nongovernmental organizations, are open to all, and are usually short-term. Based on a long-term ethnography of youth programs in the United States, this paper shows that entities like these, which participants and researchers alike often called “volunteer” or “civic” groups, operate very differently from traditional civic groups. The ethnography systematically details prevalent tensions that actors face when they try to cultivate the civic spirit in these increasingly typical organizations.

ABSTRACT Considering its contribution to solving societal issues, social innovation (SI) has become critical to driving community development. This paper exposes the role of SI in community development processes at a grassroots level, drawing on volunteers’ experience in collaborative stunting intervention in Sukabumi Regency, a rural area in Indonesia. This study employs a qualitative approach, incorporating data collection methods such as in-person interviews, observation, and document analysis. Findings reveal that human development volunteers, initially appointed by the state, have successfully established a forum that essentially functions as an informal self-organizing group. Self-organizing volunteers might be categorized as SI because they offer a new way of interacting with other actors in collaborative governance, paying attention to community problems and aiming to create community changes. Through the forum, cadres can participate not only as individuals but also that through collective actions. While their meaningful activities are visible, cadres face barriers to changing power relations in collaborative governance and making social changes. The findings contribute to the literature by showcasing an understanding of how self-organizing volunteers function as a social innovation in collaborative processes.
With the scarcity of African health professionals, volunteers are earmarked for an increased role in HIV/AIDS management, with a growing number of projects relying on grassroots community members to provide home nursing care to those with AIDS – as part of the wider task-shifting agenda. Yet little is known about how best to facilitate such involvement. This paper reports on community perceptions of a 3-year project which sought to train and support volunteer health workers in a rural community in South Africa. Given the growing emphasis on involving community voices in project research, we conducted 17 discussions with 34 community members, including those involved and uninvolved in project activities – at the end of this 3-year period. These discussions aimed to elicit local people's perceptions of the project, its strengths and its weaknesses. Community members perceived the project to have made various forms of positive progress in empowering volunteers to run a more effective home nursing service. However, discussions suggested that it was unlikely that these efforts would be sustainable in the long term, due to lack of support for volunteers both within and outside of the community. We conclude that those seeking to increase the role and capacity of community volunteers in AIDS care need to make substantial efforts to ensure that appropriate support structures are in place. Chief among these are: sustainable stipends for volunteers; commitment from community leaders and volunteer team leaders to democratic ideals of project management; and substantial support from external agencies in the health, welfare and NGO sectors.

Participatory Design (PD) methods serve a dual purpose of facilitating the achievement of superior design artifacts by connecting the designers and developers with their end-users, as well as catalyzing democratic engagement and empowerment of the end-users. These complementary goals of engaging and empowering individuals, who not only use the designed products but are also affected by these artifacts, have proven elusive to achieve in most cases. In this paper, we discuss a PD engagement with the staff of a community-based organization (CBO) towards developing a technology tool supporting their homeless outreach services. We undertake a critical qualitative inquiry, using a Situational Analysis analytic strategy to analyze the data reflecting on the complex dynamics of democratic engagement and participation, as well as empowerment in PD. The paper further unpacks the varied dependencies and relations between the elements and the discursive constructions prevalent in the situation of a PD session. It also presents a mapping of the various PD activities against levels of critical reflection.1

Abstract: Efficacy of community-based social programs is highly dependent on the development of organizational and program capacities — capacities which include the domains of (a) a core-empowered group, (b) internal resources organization, (c) external resources mobilization and integration, (d) strategy comprehensiveness and logic, and (e) monitoring, evaluation and feedback. A framework is offered in which organizational productivity and program outcomes are conceptualized as a product of a transformational process, in which organizational capacities transform vision into productive activity, using the resources of an organization and activated through an environment of collective empowerment. Collective empowerment is defined by the authors as an energy force of mutual commitment, cohesiveness, and conscientiousness that activates the development of increasing organizational capacities, through a cyclical process that builds increasing commitment, “small wins,” and expanded membership. Collective empowerment contributes to the expansion of the program effort with concomitant increased activity accomplishment and achievement of intended outcomes. The authors argue that empowerment evaluation is a philosophy and set of practices that contributes to the development of collective empowerment as well as to the development of organizational and productive capacities. Empowerment evaluation must simultaneously keep in mind the intended program outcomes (which need to be reliably measured) in order to justify the original goals of the program and ensure continuous learning and benefit. Guidelines for evaluators using the empowerment evaluation model are provided.

Abstract The present paper is both a critical analysis of an example of community-based management of education (CBM) and a call for a shift in perspective related to how we think about CBM, particularly in marginalized and low-income contexts. The example of focus that serves as the basis for critical analysis is the “Education with Community Participation” (EDUCO) program in El Salvador, which achieved fame in the late 1990s and 2000s because it formally transferred, among other things, the ability to hire and fire teachers to a committee of parents at the community level. Given its fame and the fact of its imitation elsewhere, it is important to have an in-depth understanding of how this program operated at the local level, with what limitations, and with what implications for CBM programs more generally.
