How to Write a College Innovation Competition Business Plan: 2025 Criteria, Materials, and Pitch Rules
Acadwrite Team · Last updated July 24, 2026
The 2025 China International College Students' Innovation Competition received 6.19 million projects(Ministry of Education award-list notice),. At this scale, judges score projects across four dimensions totaling 100 points . Every page of the plan should support one judging dimension; remove pages that support none. Based on the official 2025 rules, this guide explains required materials, section standards, and pitch requirements.
Official Materials: Only One Item Is Mandatory
The competition plan states the material requirements as follows (competition plan PDF republished by Hubei University):
“Participating projects must provide a business plan in presentation format; they may optionally provide a Word business plan or a one-minute video as supporting material ... convert it to PDF formatbefore uploading.”
- Required:A presentation-format business plan uploaded as a PDF.
- Optional:A Word business plan and one-minute video are supporting materials; omitting them does not lose points.
- Page count:There is no uniform official page limit. Let the content sections and pitch duration determine the length.
- File size:One university-level notice limits a single file to 20 MB (Hebei University of Science and Technology notice). Rules may differ by university, so follow your own notice.
2025 Scoring: Idea and Startup Division Weights
The following scores come from the official 2025 judging rules (National College Student Entrepreneurship Service Network) and total 100:
| Dimension | Idea division | Startup division | What judges look for |
|---|---|---|---|
| Personal growth | 30 points | 25 points | Materials should prove that students conducted field research, read literature, and performed professional work |
| Project innovation | 30 points | 30 points | Problem-led, goal-led, and evidence of innovation: state the problem first, then show how far the solution has progressed |
| Industry value | 25 points | 30 points | For idea projects: industry understanding, market positioning, implementation prospects, and social impact |
| Teamwork | 15 points | 15 points | Team composition and responsibilities, not a stack of titles |
Outdated scoring standard:Many online guides still explain judging through the old three-part innovation/team/business framework. That framework is obsolete. The 2025 rules use personal growth, project innovation, industry value, and teamwork with the weights shown above. The old criteria omit personal growth and can leave plans without evidence of research activity, applied knowledge, or students' actual work.
A Section-by-Section Business Plan Presentation Checklist
The competition plan republished by Hubei University gives a 13-item presentation content list that can serve directly as the business plan structure:
The 13 items can be grouped into seven writing units. Each unit below includes a checklist and a common problem.
Industry Pain Point and Market Analysis
Supports personal growth through research depth and industry value through market positioning
Checklist:Use verifiable data to define the industry problem. State interview subjects, survey sample sizes, and industry-report sources. Calculate the market your product can actually serve and cite every number.
Common problem:Claims such as “a huge market with broad prospects” beside an unsourced curve cannot demonstrate either research depth or industry value.
Core Technology and Innovations
Supports the 30 project-innovation points
Checklist:Follow the official problem-led and goal-led logic: state the problem and the achieved result, then provide verifiable evidence. The separate papers-and-patents slide in the official list gives that evidence a clear place.
Common problem:A list of technical terms without concrete differences from existing solutions gives judges no basis for evaluating innovation.
Competitor Analysis
Supports project innovation and industry understanding
Checklist:Compare real products or projects item by item. Acknowledge where competitors lead, then identify your precise point of differentiation.
Common problem:Marking your project as superior in every row and every competitor as inferior usually reveals that the comparison lacks objective dimensions.
Business Model and Marketing Strategy
Supports implementation prospects under industry value
Checklist:Answer three questions: who pays, why they pay, and which channel reaches them. For an unincorporated idea project, a coherent model matters more than existing revenue.
Common problem:A fashionable canvas filled with adjectives but no concrete path from product to revenue does not establish a business model.
Market Capacity and Three-Year Revenue Forecast
Supports industry value; idea projects need sound logic rather than aggressive numbers
Checklist:Give every number a derivation: price × customer count × conversion assumption. Put assumptions on the slide so judges can challenge them. Conservative but traceable is stronger than aggressive but invented.
Common problem:Fast revenue growth without assumptions for users, conversion, average order value, and costs cannot be verified.
Equity and Financing
Contains hard eligibility conditions for the startup division
Checklist:The applicant must be the company's legal representative and own at least 10%; student team members must collectively own at least one third. These are application conditions. An unincorporated idea project can instead state preliminary contribution and equity arrangements.
Common problem:If equity figures differ from registration records or the applicant is not the legal representative, the project fails eligibility review.
Team Introduction
Supports the 15 teamwork points through structure and responsibilities
Checklist:Connect each member's academic background to a project role: technology, research, or operations. Cross-university teams of 3–15 are allowed, but must explain how they collaborate.
Common problem:Titles, grades, and awards alone do not explain each member's actual tasks or working relationships.
How to Show the 30 Personal-Growth Points in the Plan
This is the guide's most important section. In the idea division, personal growth ties project innovation as the largest scoring dimension at 30 points each, yet most preparation articles still use old criteria and ignore it. The official elements are research depth, sound logic, and mastery and application of knowledge. Judges must be able to see which field studies, literature reviews, and professional tasks students actually completed.
Put the research activity itself in the plan: interview subjects and counts, survey sample size, and field-visit records. Cite every number on the pain-point slide so judges can trace it.
Support the industry problem, solution, and validation method. Explain existing solutions' limitations and how your project addresses them.
Connect the technical solution to team members' academic training. List relevant courses, papers, and patents and explain members' actual research and development tasks.
Start Researching and Writing from a Project Idea
Enter a project idea and Acadwrite can search industry, policy, and technical sources, read literature, and extract conclusions and data definitions. It can then analyze surveys, interviews, or test data, create tables and charts, and draft the plan around the judging dimensions.
Pitch and Defense: Timing Varies, Participation Rules Do Not
First, discard one myth: pitch duration has no nationwide standard. Two real examples show the range. Provincial or on-site rounds often use a five-minute pitch plus three minutes of questions (Hebei University of Science and Technology notice), while some university training uses ten minutes plus five at Hubei University. Follow the notice for your competition level and adjust slide count to the target time.
- Who presents:Presenters must be student team members. No more than three may take the stage, and faculty advisers may not participate.
- Online review comes first:The national on-site final is preceded by online review (Beijing Municipal Education Commission notice). No speaker is present to explain the slides during online review, so every page must beself-explanatory. Include everything judges need to understand each page's conclusion independently.
Frequently Asked Questions
Should I prepare a Word business plan?
A Word business plan is optional supporting material. The presentation-format plan must be converted to PDF for upload, so complete it first. If you also create a Word version, keep all data definitions consistent with the presentation.
Should I make the one-minute video?
The video is optional. Because online review precedes the on-site national final, video can supplement information that slides cannot show well. Complete the mandatory presentation-format plan first, then decide based on available time.
Can an incorporated company enter the idea division?
No. The 2025 Higher Education Main Track idea division requires a product prototype or service model and no registered company. Incorporated projects enter the startup division, where the applicant must be the legal representative and own at least 10%, while team members collectively own at least one third. Graduates from the previous five years may enter the startup division.
Can a graduate student enter the undergraduate group?
The 2025 rules divide the Higher Education Main Track into undergraduate and graduate groups, each with idea and startup divisions. The old idea/startup/growth grouping no longer applies. Compare every eligibility condition in the Ministry of Education appendix instead of relying on previous-year advice. Entering the wrong division changes the scoring standard.
